Cultural Tools of Social Policy

Abstract. The article discusses the role of culture in state regulation of people’s social behavior, spreading of a dominant ideology and main phenomena of culture which are used for this purpose judiciously or latently. Particularly, a function of cultural values, norms and institutions as a tool is briefly covered.
